GTX 680 - Low FPS but only 50% usage?

I recently downloaded and started using MSI Afterburner because it seemed like I was getting fantastic performance in some games but horrible performance in others.

I have a GTX 680 and I have found that in Planetside 2 (and a few others) I will be getting frame drops down to around 35 FPS but Afterburner is saying "GPU Usage" is only around 50%.

I know the card has some sort of auto clock speed based on temp thing, but would that be limiting it or is it an issue with the game? Is there anything I can do?

-Intel Core i5 2500k OC'd @4.3 GHz
-16 GB RAM
-Windows 7 Home Premium 64 bit
-OS on 128GB SSD
-Games on 750GB Hybrid Drive

I've heard that planetside 2 is a poorly optimized game. This was a while back, so I'm not sure if the situation has improved since then. But I definitely remember stories of people with high-end systems getting low FPS.

Can you list your full system specs?

Listed. Yes, it is poorly optimized, but does that explain why it doesn't even use 100% of my GPU?

Poorly optomized games either don't use your hardware or waste it on things that don't need to be rendered. Thats probably whats happening here.

So it would run better if I had a better CPU? I was considering getting a GTX 780 because I love this game and I want to play it with better frames, although the 780 is quite expensive.

I dunno, I was running it fine with 1 670 at 1080p and max settings, just my 2 cents. I wouldn't think the differences could be that much between those two cards.

Umm, I don't recall specifically monitoring them but I definitely got above 30, it was always very smooth, no lag (although I am now running it on 2 670's! still runs fine though..).

Online gaming has a tendency to have CPU bottlenecking issues, and perhaps server issues that give poor FPS. The best you may be able to do is get more aggressive with your OC, but make sure you have a good aftermarket HSF. Most games like this don't really use a lot of cores, which you may want to double check. If it does like a lot of cores, an i7 might help, but it seems unlikely it would.

I have a Cooler Master V8 and I believe it could handle a heavier OC but if I go over 4.3 my PC crashes before the desktop so I don't think my CPU can handle it.
