PSU not getting enough power on 12v rail?

Hello, I have been getting some problems with a couple games, that being that sometimes, I will just random;y freeze for a random millisec. I checked the volts for my psu, and I see that the 12v rail in only getting about 8-9v.

The volts:
3.3v: 3.328v
CPU CORE: 1.168v
VIN3: 1.211v
5v: 5.844v
12v: 9.064v
VIN6: 2.096v
VSB3V: 3.328v
CMOS BATTERY: 3.392v

Any help would be really nice. Thanks :)

Your +12V and +5V readings are totally out of spec. Your system would be non-functional if those were the real voltages.

I blame the utility that you're using for reporting incorrect voltages.

Maybe you should go into your BIOS and get the correct voltage readings from there or use a better utility.

Thanks for that, I used hwinfo, and it seems that everything is getting proper voltage.
But now im still back to square one why I get random rare stutters :/
