New rig problems

Solution
Cooler max can be a bit flaky. Mid range Psu.
So yes I would just test to see if it is the cause.

Even higher or better known brands can still slip through with faults on them.
But as a rule since it is the core component that drives everything else it`s a must to check.

did you hear a beep on booting?
are you sure the psu is good ?
are you sure your memory are good ? and installed proprely.... dual channel mode....etc...
if none of above fix the problem.... just reinstall the cpu on his socket
let me know

With out much doubt the cool max Psu.
From what I saw of the Video it`s the problem if the voltages are too far out on the 12v 5v rails you get exactly what is happening in your video.

Try another PSU if you have a spare or a friend who can lend you one.
Also make sure the bios jumper pin on the board is set to the right position if cmos clear is bridged the system will also produce what you are seeing.
