Intel cpus that have turbo enabled can be overclocked a little but it takes a k series chip to seriously overclock as was mentioned. All AMD chips can be overclocked some, the FX, Black Edition, and K series AMD chips are made for more serious overclocking.
You can get it to 3.5ghz if you do something in the bios if you have a motherboard that allows it. Maybe you can get it to 35x multiplier.
The i3's do not have turbo so their multiplier is fully locked. There is no way around it. You can only change the multiplier on turbo enabled chips and k series.
The guy that did that probably overclocked the bus speed slightly and that is a crapshoot. My i5 2400 wouldn't go over 105. You cannot raise the multiplier on an i3.
