Windows 8 freezing, but still able to move mouse

Every First boot into my computer it will just stop at the home screen, or the start screen with the tiles. I cant click anything, CTRL+ALT+DEL doesn't work either, but I have a program that lowers the RPMs on my fans, and that program start up on stat up, well after a minute or so I can see my fans slow down. This tells me it is still functioning and starting programs. I Have to restart my computer to get everything to work. So why cant I click anything on first boot, and why is everything else working ..btw the tiles stop moving to like through the slide shows and all, and when I put my curser on it, it doesn't light up, like where I get the option to click it.

ok so here is a update i havent tried what you said yet but, i noticed also that if i wait maybe 3 mins it will come to but there is a problem, when it does decide to work i can only use the mouse not the keyboard, if unplug the keyboard and plug it i, it freezes like when you turn it on, but after a minute or so guess what the keyboard works but now the mouse doesnt and the same process must be done

Thank you for helping dude so much, im being slow i know, but thank you for sticking with me. The freezing when booted stopped and its been fixed when updated my GPU drivers, Weird huh, anyways if i leave my computer and the display turns off, i get a BSOD, i cant get it to even go into sleep mode or anything, and when i do get the BSOD is boots and just freezes at the main start screen, mouse cant move the only way to turn it off is to hold down the power button. How do i stop this, the error is WHEA UNCONTROLLABLE ERROR
 
Best try some basic hardware checks.
If you have more than one stick of RAM try running on just one stick at a time, and in different slots. Download and run Seatools for Windows if possible.

There is a version of Seatools that runs from a boot disk, but if your machine not capable you'll have to use another to d'load and create it!

Not sure I like 'passed most of the test'! There shouldn't be any failures...
Best try chkdsk
At CMD Prompt(Admin)
Type chkdsk /f /r then Enter. (note spaces before /). Type Y and Enter to run the program when you restart Windows. Expect it to take a long time if you have a large drive. Use this to check out the chkdsk log

Also OC'd CPUs can be unstable, have you tried running on default settings?

What I meant was I didn't try all the test but the ones i did try they all passed, I didn't try like 1 or 2, I will try default setting later and get back with you, thanks again
