Stream from a windows7 desktop to multiple TVs/apartments on a separate channel

I want to stream from my windows 7 desktop to TVs in multiple apartments in my building on a dedicated channel. Is it possible? If so, how can I go about it?
The stream must play if someone switches to that channel.

Yes, the apartment complex pays for each tenants cable/satellite service as in hotels. How will we do it in that case?
I am also interested in the technical side of providing the same service to a large enterprise which has installed multiple TV sets with cable service in separate departmental rooms on its premises.

You would need to intercept the signal where it enters the building. You would then need to have the hardware to re-broadcast each signal plus add your own channel (this is the probably infeasible/illegal part). Essentially, you need to become your own cable company.

What do you mean channel ? Of course you can use the old standard method of transmitting a tv signal over coax. A little more complex than it used to be but you can buy devices that will put the signal on the coax and you become your own tv station.

But I will assume since you are asking here you mean actual IP data streaming. The best way to do this is to use mulitcast so you only send a single copy of the data into the network and the switches and the router determine who needs the feed based on their request. Multicast in most case is just a matter of turning the feature on in the devices it only becomes complex in a enterprise that has redundant circuits and such. In any case you need to be able to run some software on the TV or on a device connected directly to the TV. This would be true if you used a unicast solution. I would start with VLC because you can both transmit as well as receive multicast feeds with it. You can also use microsoft media player but I think you must pay to use the version that can transmit. The normal verson can receive and play multicast. There are a number of other video product that also support multicast. I know adobe has a solution that uses their flash players but that too is a purchased product so I know little about the detail.

This is true video streaming unlike utube and netflix where what you do is closer to a file download even though everyone calls is streaming.

Can you explain the technical part? What would I need to do to intercept each signal and then add my own signal? How can I convert a video stream from my desktop into a cable tv signal and how can I add this signal and re-broadcast it?

Can I stream from an IP camera mounted on a desktop/laptop the same way? Say I want to stream a conference using the IP camera to all rooms in the hotel on a dedicated channel. Each guest can optionally switch to that channel using the remote and watch the conference stream.
 
Since you are in effect attaching the monitor to this box they would see whatever you display on the monitor. If effect this is using all the tv as computer monitors. You are somewhat limited in what resolution you choose. The high end converter devices will do 1080.

My understanding is that with ATSC modulator I will be able to stream my desktop to multiple TVs with tuner. Can I pass the building's incoming coax cable connection through some device like the modulator as well so it combines both coax and vga streams and sends them out to all apartments? I mean can it be part of QAM channels that are available by set top boxes or on TV sets with QAM tuners?
 
Be a little careful QAM is not the same as ATSC but some tv tuners do both. I just use the ATSC as a example I suspect some modulators will do either ATSC or QAM but I have only used one for ATSC and since it was not mine I didn't mess around changing stuff.

I would suspect you can just use a 3 way splitter and put the cable together in the worst case but many of these boxes modulator boxes are designed exactly for what you are planning. The one I used we hooked a number of the security cameras to it and the incoming antenna feed (no cable tv) to allow the apartments to see all the cameras in the complex on their tv.

I suspect the largest issue you will find is getting one that will take either HDMI input or a computer monitor cable. I went looking and I can't find the one I though did this but then again the vast majority of these modulators are not meant to be installed yourself so they may not list all the details.
