The PSU fan should be facing the intake filter so that cool air from outside the cast come into the PSU and gets exhausted out the back of the case. In your case the fan would be on the bottom of the case.

Can face up or only down, i mean is it rly that important that faces down?
Down... facing up is just introducing more heated air straight into your case and will be blown straight onto your gpu. Not ideal... down is the way to go
From an airflow perspective also cool air is generally introduced at the front of the case and hot air exits through the rear or top
