If you're going to spend $1K or more on a system you should for sure be prepared to overclock. Even a minor base clock change can significantly improve your system's overall performance. I would not purchase the proposed rig - that GPU will not get you very far, and the CPU is from two generations ago. Most motherboards now with visual UEFI BIOS make it really easy to overclock - and some from Asrock, Gigabyte, and Asus will even do it for you.
