Motherboard keeps throttling CPU

I can't for the life of me get it to stop. Disabled cool and quiet, C1E. and Core C6 State, but to no avail.
Specs:
AMD FX-8150
Radeon 7850
Gigabyte 970A-D3
8 gigs of RAM
750 watt PSU

It's definitely not temperature, as monitored CPU temps are about forty to fifty degrees C, and northbridge temps never go above 60 degrees C.

Something I didn't mention before is the throttling only occurred after switching motherboards from a 970A-UD3 to what I have now, a 970A-D3. Still sure?
 


Jip. the bad PSU plus lower quality VRMs on the D3 than on the UD3 together can EASILY cause these sorts of issues.

Most likely, Not a definite obviously.
But I would suggest replacing that PSU with a better 550W unit is a very good idea.

Then again if the throttling is not giving you any noticable issues, just leave it be.

No, it's super noticeable in gaming. Framerates drop from above sixty to around twenty to thirty.
 
1) Disable AMD Turbo Core Technology (can also be disabled via AMD OverDrive utility)
2) Disable APM (Application Power Management) Master Mode

APM Master Mode (APM) seems to work with Turbo Core to change clock speeds and voltages to stay within thermal and power limits.

I'm having the same problem with an Asrock 970 motherboard.

From my research I've found that, whilst the 970 boards may support an 8-core CPU, it is never recommended and pretty much throttles the 8-core's power.

You really need a 990 if you want to release the 8-cores full power.

The best budget 990 motherboard for an 8-core AMD (mine is an 8350 but assume the same applies to yours) is GIGABYTE GA-990FXA but I'm going to buy a Asus M5A99FX. This one is more expensive but has the best reviews of any 990 on Amazon and it's the only mid priced one that I have seen make the top 25 Firestrike scores.
