It won't be a large improvement over the stock cooler. I'd suggest the CM Hyper 212 EVO. This thing works well for a reasonable price.

I forgot to mention that I'm not going to overclock at this moment. So the question is: Will the TX3 EVO keep non-clocked 4670K cold?

Yes, but if you intend on upgrading, cut the TX3 out of the loop (unless you have it already or can obtain it for free) and save yourself some money. Get the 212 EVO later on. The stock cooler can handle a stock CPU.

It will do a bit better than the stock cooler. I have it now, it performs good with my 3770, but i cant get the fan quiet at idle. Get the 212 evo. I have chosen for the tx3 because i have a side fan which interferes with the 212's height

I'm with the stock now and it seems to handle my non-clocked CPU fine.
