Phenom II x4 965 BE Cooling Issues. 80C temps!

Up until recently I would have idle temps at about 49C and load temps, depending on game, at around 60-65C. However, after an gaming session last night, my idle temps are 55C! I stopped last night because my CPU temp according to Speedfan was 80C! It has NEVER gone that high even with the entire radiator filled with dust. I preceded to take apart the H40 and completely clean the radiator and fans of all dust and hair. I put it back together, never taking the cooling block off the CPU. The extreme idle temps stayed the same and I don't have the balls to game on my CPU right now.

While looking around for problems that might be causing it, I found that, although I have my processor set to the stock multiplier of 17X and thus targeting 3400 MHz, my CPU is pushing 3684 MHz. It is overclocking when I don't want it to.

How do I stop this and is it the thing causing my problems?
