i5 4670k OC'd 4.0ghz, temps running high?

So I have an i5 4670k OC'D to 4.0ghz. My temps are running idle with just Skype open 40-45. Full load I get about 55-65 c. Now I have a hyper 212 evo with a push pull fan setup and plent of airflow through the case. When I grab my heatsink and try to rotate it left and right a bit, it moves a bit. D I have to much thermal paste? Because I think I should be getting better temps than that.

It should not move around easily. It should not move around at all actually.

Well I was going to reseat and put some new thermal paste on this weekend. Do you think it moving around slightly when i grasp the heatsink is ok? Or do you think I have to much thermal paste?
