So I have an i5 4670k OC'D to 4.0ghz. My temps are running idle with just Skype open 40-45. Full load I get about 55-65 c. Now I have a hyper 212 evo with a push pull fan setup and plent of airflow through the case. When I grab my heatsink and try to rotate it left and right a bit, it moves a bit. D I have to much thermal paste? Because I think I should be getting better temps than that.

55-65°C isn't a bad temperature on full load, with an overclock, even if it isn't really a big one. Haswell tend to run hotter than previous generations. So, nothing to really be worried about.

It should not move around easily. It should not move around at all actually.
See this video, use the FIRST method, the DOT or PEA METHOD to apply the thermal paste.
