What do you mean by share your internet connection? If you mean "create a setup which would allow your brother to access the public internet without having an ISP subscription of his own" that's impossible. If you mean "share your own home network with your brother so that he can access shared resources" then that can be done with any business class router that supports VPN.
 
Yes but it will be cheaper to buy another internet circuit. The equipment to do this is not really expensive a couple of long distance outdoor bridges.
First you need clear line of site no big mountains or buildings in the way but the larger issue is that at those distance you have to mount the devices very far above the ground so the ground itself does not affect the signal. You also have a very small curvature of the earth to worry about. Likely you would have to go 50-100ft up. If you could even get permits from the city to put in a tower it costs a lot to dig holes and have cement poured

Yes those are one of the many types of electronics that you can do this with. Again you problem is clear line of site. You can just put them on the roof of the house and shoot them over a clear field easily for say a mile or so. When you get to the distance you talk about you must go much higher. The electronics are inexpensive it is the tower to get the height you need that costs the money.

This is actually much more complex that you think it is. You need to read about "Fresnel Zone clearance"
