So, I had my overclock set for about a month or two. Everything was working fine, I had a stable overclock at 4.5ghz.
About a week ago, I reformatted my computer. After installing windows, I downloaded EVGA E-LEET Tuning Utility and noticed my cpu was only running at 3.5ghz. I checked my BIOS and I have my multiplier set at 45, yet my target cpu frequency is only saying 35. I've tried resetting defaults and doing my overclock again, but my Bios doesn't want to overclock. Nothing I've tried has let me overclock again since reformatting my PC.
One other thing I noticed, was EVGA E-LEET was saying my CPU temp is running at 111C, yet every other program has normal temps recorded. So I figured EVGA E-LEET was bugged or something and tried CPUZ. Still 3.5ghz.

i7 3770k @ 4.5 GHz (Suppose to be)
Volt: 1.2
Motherboard: EVGA Z68 FTW
PSU: Coolermaster 1,000W
