HWMonitor Cpu 45-60c idle!!!

Hi i have recently bought a HP Pavilion desktop and have been playing games on it like skyrim on low-medium with temps around 60c. However after dusting out the pc and removing the heatsink and putting it back on my idle temps have gone erally high and im worried about the high idle temps of 60c!!! My pc is a Hp p6-2375ea is their anything i can do to get my temps down on idle because they are way to high.

Thanks for the reply the cpu is a amd apu 5500 and i have reseated it about 5 times but i dont have any thermal paste to put on it, only the stock stuff if on the cpu from hp could the paste be dry?

When i removed the heat sink i did't replace the thermal paste on it, all the fans are plugged in and i have them at 60% on speed around (3000rpm) Also i didn't remove the fan from the heat sink but it does blow air down onto the heatsink.
