Can i use the oem as an upgrade

I found out that the oem version of windows 7 is cheaper than the upgrade version. Can i use the oem as a upgrade version, and if not can somebody find me the cheapest windows 7 home premium 64bit on a site.

It will still perform an upgrade install as long as you aren't running XP or an earlier OS; I've done it before with mine. Whether it's designed for a clean install or not, it will allow you to use it for an upgrade install as well.
