Can't boot to safe mode or from usb, cd-rom, lan, etc

Hello everyone,

The exact problem is that:
After the PC post it goes into a black screen with the blinking text cursor with a disfigured green box on the screen (This is not like other problems i have made my research)

You can NOT get to the (F8) safe-mode menu nor the (F12) boot menu as it goes directly to this screen regardless for your input except (Del) for BIOS, however in BIOS the green box disappears !

Solutions i have tried that didn't work:
- Resting the CMOS
- Loading default settings in BIOS
- Booting from a usb/safe-mode

I got this problem out of nowhere except that i decided to restart my PC, I keep backtracking what i was doing before the restart that might have caused the issue all i did was install some libraries like vcredist x86, x64 and the June DirectX update and Physix libraries as i installed some games no errors were given during the installs everything worked fine until i restarted.

I can usually fix the problem by booting from a usb and running chkdsk, sfcscan, fixboot and/or fixmbr but this is new i can't even install a fresh copy of windows if i wanted to :|

PC Specs:
CPU: AMD x3 720BE
RAM: 4GB DDR3
GPU: GTX 275
PS: 650 WATT

I don't think its a hard drive issue as i plugged out both drives, hoping for a system error message on boot but still the same screen i think it might be related to my graphics card... is there anyway to make sure that my graphic card is fully working ? - Note that i don't have a built-in vga- other than switching cards because i don't have another pci express cards.
