I have a 4 yearold pc that recently died. I revived it with a MSI H61M-P31/W8 + Intel Pentium G2030. I have a 400w PSU and currently a Radeon HD 3450, Will I be able to upgrade to a 7750 or 7770?

Yes, you can upgrade. Your PSU is borderline - although you wo't use that much power, if its is a poor quality PSU you wont get full power delivery and so you could take a risk. You might be lucky and get away with it, but Id get another PSU if I were you to be sure, and allow a little headroom.

What PSU do you have?

I wouldn't be too sure about that one. Doesn't appear to be 80+ certified, I would be sure and maybe get an xfx 550w or the corsair CX as byogaming has pointed out. Its a good PSU too, and will give you headroom to upgrade, and overclock, and ad a more powerful GPU further down the line.

it should do. the point is, if it was a bad PSU it 'could' make things fail. That's not to say it will. With your CPU and GPU, and the rest of your system components, I would be surprised if you were drawing more than 300 watts, so it should be fine. Some people prefer to take precautions and be sure. That's why GPU manufacturers, like AMD for that card recommend 450w. Its a bit overkill unless in extreme situations.
