The recovery disk utilizes the partition on the hard drive, so you can't install windows from that. You can download Windows 7 (make sure it is your current version - i.e. Windows 7 Home Premium 64-bit), from digital river:

When you install it, you will need to supply the product code that came with your PC.
Alternatively, this will save a lot of time, there are migration tools to move partitions for you: http://www.paragon-software.com/technologies/components/migrate-OS-to-SSD/
This is a $19.95 application that will migrate parts of your hard drive (or all of it) to the SSD, without having to install anything. There are others out there as well.
