Looking at your case though, being modular will really only help you remove the cable at the bottom of the case. You'll still have to route everything to the motherboard and the GPU the same though. How much do you want to spend?

It's semi modular, but the semi modular parts are the motherboard connector ( always needed ) and the EPS connector ( always needed )
80+ Gold rated. Or was it the PCIe's for the video card, anyway things you would always use.
If you want fully modular: Seasonic X-650 ~ $120 this weekend ( before 15 MIR ) also 80+ Gold rated

Having rebuilt this thing, I know for sure that a modular PSU will help this situation. I'm not looking to spend much more than $140

Well every manufacturer has lemons in their manufacturing line. Barring that, they are about as good as they come in that price range.
Personally I'm running HX650, 2x HX850's and a X-650 in mine and my family's computers. No problems, ever.
They don't give you a 7 year warranty for nothing...
Update: I have installed a partially modular power supply and it has greatly reduced my cable clutter. Has been running since August 2013 with no issues.
