If you had a power surge and you have parts that are damaged, you don't want to keep using the same PSU, period. A good PSU will actually help prevent damage to your Pc. I'd also spend some money and get a good surge protector. Hell, if you have a 600 dollar budget, you might as well upgrade the HDD and video card while your at it, you have the money to spare.

Well, if I took 600 as a budget and needed to build a Pc, I'd swap things up a tad.

Great price on the video card. Ram is a great deal right now. Cpu is powerful enough to give good performance, and you can buy a cooler later to overclock it. Standard 1tb HDD.

:edit: Sorry, to answer your first question: You can spend less money and get a better Cpu than the one you have listed. The one I put into the 2nd build is essentially the equivalent Cpu, but a later version release and as such, has better performance.
