USB Mouse Issues in Windows 7 laptop (trackpad is fine)

Recently got a Clevo w650sr laptop and I'm having issues with using a USB mouse with it. When I use a USB mouse the cursor is jerky and has a lot of lag however this is not the case when I use the trackpad.

Removing the power cable seems to fix this issue when I let the computer run on its battery.

I've tried playing around with the pointer sensitivity as well as Precision Control and tried with different USB mice as well as different USB ports to the same result.

Any suggestions?

The problem appears to be the ethernet network adapter. I noticed that when I unplug the AC adapter, that little ethernet icon in the system tray disappears (because it's configured to be turned off when running on the battery). So I disabled the Intel PRO/1000 PL network device, and now the mouse is always smooth!

How bizarre is that? Would like to find a fix for this, in case I need to use the ethernet port. I tried downloading the latest Intel PRO/1000 PL driver, but that didn't help. Could it be a resource conflict? But Windows won't let me change the Memory Range, I/O Range, or IRQ in the Device Manager (and I am logged in as Administrator). "

That may not be your exact problem. I think when you unplug your device from wall power this initiates certain power savings settings, so a device which is causing problems may get turned off.

You could try disabling the ethernet network device in your BIOS.

I can't think of what else it could be though.
