My PC is about 5 years old has Intel(R) Celeron(R) CPU 2.53GHz(Cache 256kb, frequency 2533.48MHz), RAM-1GB, Hard disk-160GB(SATA), Intel 945 Motherboard(BIOS-Phoenix Tech. version-6.00PG, Date-08/22/2008), Graphics(Inbuilt)-Intel® 945G x86/MMX/SSE2, OS-Linux Mint 14 Nadia. my CPU performance is always lies about 100%(when i run more than 1 application) but Memory and Swap Area lies lower than 50%. most of the time system hangs.suggest me to improve performance to atleast a fine level , is increasing RAM will help me? If some upgrages are needed? if Yes than what should be best for me?

You will see the biggest improvement if you upgrade the CPU. You can pick up a better CPU used on ebay or amazon, something like a core 2 duo or a Pentium D would be much better than what you have. Here's a list of cpu's your motherboard chipset will support.

You PC will not support any core 2 quads. You can spend $14 or less on ebay and get a core 2 duo like this that will be a huge improvement over what you have.

CPU, and adding at least another gig of memory will help a lot also. But whatever you do, don't spend a lot on it. You won't be happy if you do.
