LOW GPU Usage help???

I asked before no one gave me a solution . when i play games like assassin's creed 3 the gpu usage does't go above 40-45% also the FPS is 10-25
the GPU usage doesn't hit even 60 or 50 it just bad
it's not a bottleneck or voltage problem i have AMD FX-6300 3.5 GH-MOBO 970Gigabyte -Sapphire 7850
What is the problem , can't be a manufacture problem please i need any ideas or any help at all the voltage .0825 and playing 1.075

I reinstalled it many and many times, but the same problem... Can it be the configuration of the video card like AA or MASS ?!

i've tried it both ways and AA or not the usage never goes above 40 ... sorry for my english but what do you mean by the card might be shot is that mean it's flawed should i take it back but they might not accept it thanks alot for your help please keep it coming...

thanks a lot for your help and I'll try to replace it with a new one although it's just a month since I've bought it :(

last thing i tried need for speed mw 2012 the usage can go up to 90% when not needed but when there is like a tunnel or high textures effects around you it drops to 50-70% usage causes low frame per second
when i tried the rollercoaster 3d on my computer which i have 2 saved game on it one which has lots of effects it goes to like 40% but the other save which is more lighter usage hits steady 99% until i close the game is that still a problem with the gpu? knowing that in some condition hits 80-90%
for summing up when not needed gives 80-90% when needed give 20-50% sorry but continue helping thanks again:)
