CPU Clocking Down

Just installed a AMD FX 8350. While running CPU-Z I'm noticing that it's clocking all the way down from 4300+ to 1500 in regular intervals, the multiplier reads 20x at normal and 7x when it clocks down. Is this normal or is there a problem that needs resolving?

It's an issue with all older cards, since Windows 8 breaks OpenGL functionality, but apparently you can get around it doing this? ( http://www.lockergnome.com/windows/2012/09/29/make-your-old-graphics-drivers-work-in-windows-8/ )

and in the opening menu of the BIOS there should be a few speed'ometers with the dial pointing at different points, just click the one in blue with the dial pointing towards the bottom left and that SHOULD make it work, but like I said, I've never used the new BIOS.

That'd be power saving features. You can set it to run at whatever speeds you want (and what the power saving throttles down to) in the Catalyst Control Center software.

I have an ASUS A99FX Pro. I'm also having an issue with my motherboard not recognizing my graphics card. It's an old Radeon X1950 Pro, in CPU-Z it lists it as a "Microsoft basic display adapter" and when I choose graphics device none of the GPU, Clocks, or Memory information comes up. I don't know if it's a technical issue or it's an issue with Windows 8.

if by the motherboard you mean the ASUS M5A99FX Pro then if should be pretty simple to change, but I'm no pro on the new BIOS (sorry).

for the GPU, if it's generally working then the only thing I can say is have you downloaded the correct drivers?

EDIT : According to AMD, there is no proper driver support for your GPU,

I'll probably need to get a new card then... The thing in there now is 8 years old lol. As for the CPU I should be able to find the solution somewhere in the BIOS. Thanks for the info.
