CPU heatsink issue

I recently noticed some lag on my computer and upon investigation the CPU temps were getting really high (70-90 C) and after some googling I decided to get some thermal paste and try reapplying it to see if that helped since the computer is a few years old. However, when I removed the heatsink, I noticed the heatsink surface that contacts the cpu had some bumps/roughness. I assume that is the issue and I just get a new heatsink, but I wanted to double check and see if there were any suggestions for a new heatsink.
In case it helps the heatsink is a Xtreme Gear 120 mm liquid cooling system and the CPU is a i7-950 (LGA 1366)

I would guess some sort of corrosion since I did try cleaning it with alcohol and the roughness is definitely on the heatsink, not just from the old thermal compound. I have not tried reapplying yet, I figured I would get some more information before to see if it was even worth it to try

Tried that today and it doesn't seem to have improved much, I guess I will just go for a new heatsink
