New build power cycling

Just got all the parts today and I put everything into the case before testing them and needless to say, I was irritated when it didn't POST. So I took everything out, followed everything from this list:

Still nothing.

The system turns on, fans and everything were working before I went back to barebones. On for about 10 seconds then it powers down for maybe 5 and then repeats indefinitely. I did the paperclip test on my psu and the fan spun normally but I know this isn't proof that it isn't at fault. The only time I hear any beeps is 3 beeps if there is no ram installed. But I also tried each stick one at a time in every slot.

I'm using:
MSI z77ma-g45
i5 3570k
corsair vengeance 2x4
Corsair cx600m psu
I had an aftermarket cooler but switched it to the stock cooler just to rule it out.

Is there any way to rule out any more parts? Someone please help! :(

You did everything right, if the CPU is not reaching 90*C in 4 sec & nothing is shorted/grounded externally. The motherboard is defective, I like your psu choice & if your cables aren't crossed or forced into the wrong plugs, that is all that is left. RMA

I have it on a cardboard box, so no. The antistatic bag it was in had some pretty serious scratches from rubbing on certain parts of the board, so I'm thinking maybe it was handled a bit too hard?

So you would say it's most likely the motherboard? I found someone selling a psu that is willing to let me try it to see if the PSU is the problem. Figured I would try that before I RMA a working part only to be in the same situation once it gets here
