Sapphire Radeon HD 7770 fan not spinning

Hi, everyone.
I just had a couple quick questions about a problem I'm having with my gpu.

So, I just got my gpu this afternoon and I started to set it up to my Asus motherboard and i noticed that when my computer powers up, the fan doesn't spin. Crazy thing is, the gpu gets hot like its already running.

My psu is the Logisys 550w.
When I checked all my components to see what the total wattage would be, it said it was around 300-330, so I'm not getting why it can run my Gtx 460 fine, but not this.

If anyone could help, it would be very much appreciated.

The MB would be a more likely culprit than the RAM; especially both sticks. If you are not getting a display with the card, it could be either the card or the MB. It could also be the low-end PSU that you are using. Logisys PSUs are generally poor. If you examine this tiered listing, you'll notice they are rated in the last tier; the NOT RECOMMENDED tier.

My only other problem is that it won't show the display being that my ram might have been defective, so I'm sending that back in and I won't know for sure until the new one comes in Tuesday.
I've heard that you can just test it on another computer to see if it is dead, so I might just do that tomorrow.

Well everything runs fine, but my computer fails to show any display. i had a friend come over to check it out and he also thinks its a defective ram.
I have the Corsair Vengeance Blue 8gb (2x4gb) 1600mHz.
I've tested them in all 4 slots on my MOBO, both in just the black and both in just the blue.

So what do you suggest I do? I got all of these off of Amazon. The MOBO was delivered on the 26th, so I'm not entirely sure if they'll let me send it in for an exchange.
Any recommended psu i should get? i don't want to run into another problem with that.

Yes. I can do that. I will be going over a friend's house later to test it.
But just in case, I've already sent a return form for a replacement from Amazon and everything should be here by Thursday at the latest.
I'll be posting again with the card and psu results later today.

Just deciding on the Cooler Master Silent Pro 620w 80 Plus Bronze and the Corsair Builder Series CX 600w Atx 80 Plus Bronze.

I'm going to be ordering a new one from the link above for when my new parts arrive.

The Corsair would be a bit better.

On your existing PSU... you never answered. Does it have a 6 pin power cable for the card, or did you have to use the Molex adapter?

Oh, sorry.
It has one 6 pin and with the Sapphire Radeon, it came with an adapter.
My over a year old Logisys psu had two 6 pin cables. Which was perfect for my Gtx 460.

The strange thing was that the Gtx would run, but all the Sapphire Radeon would do was get warm. Which was the problem.

Okay.
So I was only able to test out the psu and it seems to work fine with my friend's setup. No issues whatsoever. As for the gpu, i will be getting a new one Tuesday and I'll be ordering the corsair 600w psu tomorrow morning. So i will post again when I have everything in front of me.

Did your card work on your friend's PC? Did his card work on your MB?

The card worked on his, but his wouldn't on my MOBO.
Like I said, I've already asked for replacements for the motherboard, gpu, and ram, just to make to make sure everything works fine. I'll be having someone with a little more experience put it all together when everything comes in this week.

I just got the replacement parts in the mail today and I put everything in exactly how its supposed to go. The gpu fan works, now that I switched the slots. Everything runs, but I still fail to see any connectivity to my monitor and tv.
I'm kinda frustrated on this.
My specs are:
Asus M5a97 R2.0
Sapphire Radeon HD 7770
Corsair Vengeance Blue (2x4gb) 1600mHz
Corsair Builder Series CX 600watt 80 plus bronze.
Gamma Classic Series Atx mid tower

So, if anyone could help me out on this issue; that would be just great.
