Need help picking parts for a fast $400 (exluding OS and peripherals) computer

Hey guys,

As the title says, I'm looking to build a good computer around $400. It is only for basic needs (MS Office, email, web browsing, transferring files, ect). It is for a family member, she was going to get a new desktop but saw how fast my high end desktop rig is and wanted me to build her one. She only needs it for basic office and personal use, so I don't need a really good cpu or discrete gpu, but she does want it the fastest it can be for basic desktop use, and then some.

Basically slightly pricier budget parts that pack performance and reliability.

She's looking for $400. I originally had said $300, but I already decided that I am getting her a 120gb Samsung 840 Series SSD. So I'll raise it to $400. Besides, I can get all these parts for a discount where I work, so it will be a little less than $400 after tax most likely. This is excluding the OS and peripherals (she has all that already). So $400 for just the hardware itself, including the Samsung 840 SSD.

She currently has some HP desktop that originally came with Vista and then upgraded it to 7. It has a Core 2 Duo E6550 and 4GB of ram. The biggest thing I can't decide on is the cpu. Something that's leaps and bounds better than the E6550, without being too expensive. Max price on cpu would be around $100, maybe a little more considering the discount. I hear AMD fits more into the budget performance range than Intel. For this, I was looking at the A8 5600k, or is that overkill? What do you recommend for this and the other parts?

Thanks so much! A random question but if I buy a motherboard that has no USB 3.0 ports, but a case that has front panel USB 3.0 ports, will I be able to get 3.0 speeds using a 3.0 device on the front panel ports? Or would I need a USB 3.0 motherboard to get those speeds through the front panel?
