PC shutdwon but fans keep on spinning

I have asus P5G41T-MLX mobo with 120 GB sata hard-drive..rewritable cd/dvd rom..2 GB DDR3 ram..2 fans one of processor and one just on casing to keep system cool..UMAX (UNP500) 500 watt power supply with 25 AMPs on +12v rail...Issue is when i shutdown my pc monitor screen goes blank but mobo is turned on with all fans spinning with same speed..even power and restart button doesnot respond and mouse and keyboard turned off...i have to manually turn off power supplies switch to shut it down....another issue is my cpu's usb port doesnot recognize any external or usb storage device although my usb keyboard and usb mouse working fine...external hard drives casing light turns on but it is not fully bright but little faint as in not proper power is reaching hard drive to turn it on...can someone help me what the problems solution is?

You have multiple problems.

You need drivers form your board manufacture. Just insert the cd, or download from the web. This will solve your USB issues for the other slots.

Power issues as well make sure your PSU can handle your gfx card. Or you may need a clean install.

I donot have GPU in my system..and sometimes usb slots work fine..sometimes they donot.thats really confusing.
