Will a motherboard power my chassis fan without a CPU?

I have just installed my Motherboard and PSU, and a chassis fan, (Do not have any other components yet) but when i try to turn it on, nothing happens?

Does my motherboard need to have a CPU to operate the fan?

No motherboard beeps or anything but i dont think my motherboard has a speaker for the POST beep code...

I have an ASRock Pro4-m motherboard, Corsair 350D case and Corsair CX500m PSU

The system needs the CPU and RAM to actually do anything.

So how will I know if my mb is dead? or do I have to wait uptil my CPU and RAM comes?
