Dell 1720 boots, but no video and fan doesn't spin

I have a Dell 1720 that I can see boots up, there is hard drive on the activity light, but I have no video. Plugged an external monitor and nothing either. I figured it was a video card issue, but now I'm not so sure since I see the fan is not spinning at all.

I ordered a replacement video card, but do you think I should get a replacement fan as well? Or, is it a bigger issue with the system board. One of the other issues is that the battery no longer charges, but the machine works fine on AC power.

Find a local tech or service centre before ordering anything. It sounds bad to me.

I dont want to take somewhere to have to pay someone. I used to be a tech, but troubleshooting this issue is a little more troublesome. Im gonna replace the cmos battery, video card, and fan and see what happens. If that doesnt do it, ill get a system board replacement. I already have the laptop apart and ready.
