560TI Throttles while in SLI mode

I have a pair of GTX 560 TI's 2GB each in SLI mode. When running benchmarks (Unigen Heaven and Metro Last Light Benchmark utility) GPU1 throttles between 65% gpu usage and 75% usage while GPU2 shows 85%-95% usage.

I disabled SLI so it uses only GPU 1 and with SLI disabled GPU1 is at 99% usage steady, doesn't drop for a second. These readings Im getting from Precision X.

The cards are running cool as cucumber, 65C-70C no heating issues at all

Any ideas?? Painful to watch the really crazy busy spots during the benchmark where I'm at 18-20FPS to then find my GPU1 only at 65% usage :(

I'm on driver 320.49. I had the 326.41 BETA but that made Borderlands 2 crash my system every 10 minutes. I upgraded to 326.80 and it turned Borderlands 2 into a micro stutterfest so I went back to 320.49

65-70 is for all practical purposes cool as a cucumber for these cards. As per EVGA tech support 99C is max temp so yep, cool as a cucumber ;)

Would love some ideas as to why on SLI GPU 1 throttles like that but by itself maintains 99% usage (by the way, both benchmarks my temp never exceeds 70C)
