how do i switch from on board to video card in bios with a GA-890GPA-UD3H.

Should be an option in BIOS for Primary graphics, change it to PCI-E

GA-890FXA-UD5 doesn't even have igpu.

Actually the GPU is automatically detected by the MB when installed. And as far as I know your MB doesn't have an on-board video. So no question about disabling the on-board video.

i go into bios and im not sure where it is in bios i see that it says PCI-E but its enabled

Recheck that all your cables are connected properly. What are your specs?

He pmed me his specs, the correct mobo is the GA-890GPA-UD3H.

Is the monitor connected to the graphics card? Connecting it to the mobo will run the onboard. You may need to reset cmos.
