All though i don't believe you need to turn them off in the day,they don't burn power like normal lights.As for leds on fans you would need a on off pci bracket and some electronics skill to wire up your own on off switches.

^ Use that, it can control the LED's attached including on/off.
Or get your own LED's and hand solder in a switch on the Negative line.
