G.Skill DDR3-1600 RAM WEI 5.9?

Hey guys, so I just built my new computer, and when I got my WEI Rating, memory was 5.9? In system, it is 4.00 GB (3.90 GB). Does 4 gb not surpass 5.9 WEI? In BIOS, RAM is clocked at 1600 MHz. I have two sticks and they are dual channeled. So my question is this: Is my RAM running Ok? Is Memory WEI, maxed at 5.9 with 4 GB? Should it be higher? Is it damaged or not functioning properly? I'm also using integrated with my i3, Intel HD Graphics 2500.

MOBO: Biostar Z77 ATX
RAM: G.Skill Ripsaws X 4 GB(2 x 2 GB) DDR3 1600 MHz
CPU: Intel Core i3 3250 3.5 Dual Core
Storage: 1 TB Western Digital Blue
OS: Win7 x64 Pro

4GB is basically a 5.9, whether it's 1333 or 1866, like any platter drive is 5.9 whether 5400RPM or 10,000, single drive or RAID, CPU gets rated at stock, OC it a ton - no change to WEI - like I said it's worthless

Clearly I was just asking for for help. I GUESS this helps. Still doesn't really answer my question, but oh well. Maybe somebody will give me a straight answer.
