Best? Go with 7990 but if you are looking best for price go with crossfire 7870.
It will be powerfull enough for bf4 ultra.

My budget is no more then 620 $ and I want to plah at1600x900 complete maxed out. Crossfire setup.

Well by the time bf4.comes out I'm gonna have a 1080p monitor
But I would like to have a crossfire setup. I was also thinking of getting a 9xxx series card when it comez out.
well if you thinking on getting a 9xxx series graphics card then you should probably wait for the reviews on them to come up.... until then i suppose depending on where you will buy them two amd 7950 (with a little overclock at most ) will be inside your budget and will suffice regarding their gaming performance. I can't speak for the equivalent at the nvidia side though because i haven't own one them since 2008

What radeon cards in xfire would be able to max it out at 1080p? And will the new 9xxx series cards be able to max it out combine with a good cpu?
he has a budget of 600$ and i don't think he can fit two of them inside his budget
