Help with minecraft server making

I have tried to port forward my computer
Turn off firewall
and do the same to other PC

The thing is my PC will not host a sever while my friends can? I also cannot host a LAN WC3 party but my friends can :( can anyone please help?

My PC is HP Pavilion HPE
AT&T Router


If there is any other info I need to give let me know and thanks for any advice

I have done as you said and still no dice, I used bukkit and was able to log on to my server, then I gave my friend my static IP, then the IP that whatismyip gave me and tried with and without :25565 I also added a minecraft UDP and TDP to the wifi no dice still any ideas?
