CPU OVERHEATING after power outage! HELP!

OVERHEATING!!!
I built this computer just a few months ago and last night there was a power outage while my computer was in sleep mode. After rebooting, an error flashed that the CPU was overheating from a cold start. The Bios showed the system was at 88C and climbing rapidly. My case showed a temp of 35C for the CPU, and 28C for the case. After booting into Windows, Speccy showed a CPU temp of 99C and EVGA Precision showed a CPU temp of 65C. I am not overclocking the system and have returned everything to default. Before this happened the computer never ran hotter than 32C. The system is very sluggish, lags and is unstable when I tried speeding up the CPU fan the whole thing crashed and I had to restart. I have no idea where to start....HELP!
Specs:
4770K CPU, Z-87 Pro Mobo, 16GB DDR3 RAM, 560Ti GPU, 1TB X2 HDD, 750W PSU.

Thank you for the advice. The fan on the CPU is running but (this might just be me over-thinking) it does seem slower. It does not respond to any commands to speed up/slow down. I can replace the thermal paste tomorrow and let you know if that makes a difference.
