Intel i7 4770 running extremely hot!

I have recently put together a PC for a mate of mine (second build I have done) and the CPU is running around 40 degrees celsius idling on just the desktop with the normal background applications running (which to what I have read is quite normal for this CPU note it is not the 4770k, just the 4770). But when we open Battlefield 3 the temperature sky rockets to about 95!!! These tests are being done with CoreTemp but if we look into the BIOS, on start up it's saying about 64-67 for the temperature, which doesn't seem right to me as my own PC runs at like 39 while playing battlefield. Any suggestions. The case has all the fans it can take. so it's getting the right kind of air, or are these temperatures normal for this CPU?
