Hey everyone I am trying to find the quietest CPU cooler I can get, I would do water cooling but I don't have the money. I have heard a lot of mixed reviews about the closed loop after market one.

I am fine with either buying a air cooling heat sink and switching the fans to quieter fans,
I am also fine with buying a water cooled cpu cooled that is closed..... like the (H110, Kraken x60...)
Basically I am okay with buying aftermarket fans and attaching those to the cooler instead of the fans that come with the cooler... But which is quietest?
Can you tell me the quietest air cooled cpu cooler? and also can you tell me the quietest water cooled aftermarket cpu cooler, and which is better?
