Where is a problem in my rig ? + Does it bottleneck ?

Hello all, i experience very slow windows startup ( 2-3min until i can open "my computer" without lag, even on my old low/mid-end PC the startup was way MUCH faster @ almost instantly after the desktop appears, even with exactly the same OS and softwares/etc installed ).
Sometimes i hear the "Welcome" sound before ~1min until the screen appears.

But yea, after those 2-3min the PC runs very well, so i'm curious what's the problem.

Also maybe you guys see some "bottleneck" in this setup ?

So here is my full rig setup:
CPU:
Intel i5-2320 @ 3.00Ghz Quad-Core ( Turbo 3.3Ghz )
Motherboard:
GIGABYTE P61-S3
Graphics:
AMD Radeon HD 7850 2GB 256-bit
PSU:
OCZ-ZS650W-EU ( 650W )
RAM:
Crucial BallistiX BLS4G3D1609DS1S00 ( 4GBx2 - 1600Mhz )
HDD:
WDC WD20EARX ( 2TB )

go into your bios and make note of which mode the sata ports are in (ide, ahci, or raid) and then load optimal values followed by save & exit.
Next go back into the bios and make sure the sata port type setting is the same as it was save and exit.
Reboot into windows and see how that works for you.

5400 is the standard rpm for drives, 7200 are performance drives.

I did "load optimized defaults" before writing this thread, btw my HDD is IntelliPower, some people says it spins at 7200RPM when needed, is it true ? if yes, maybe there is some way without risk to make it spin always at 7200RPM ?
SATA ports are: IDE ( Now changed to AHCI, performance at startup looks a bit faster, but benchmark shows the same http://gyazo.com/f4126b73f22d9483319aff1a85b389dc.png test 1 is on iddle, test 2 is while browsing folders ).


Anyway i should test it on other HDD ( non-green ). Btw how about those bottlenecks and boosting the green HDD, because it doesn't have specific RPM ?
