GPU heat rises every time game is up

My GPU gets hotter every time a game application is in the foreground.
If I alt tab, even if the game window is still visible and I only alt tab to a small window like Skype my GPU cools down and the fan noise reduces. However when I go back to the game, even if the game is in windowed and not maximized my GPU simply keeps getting hotter and hotter making more and more noise.
I kept it up once and it went up to 89 C while making seriously a lot of noises.
The PC shut off in the past from alone and I assume it was because the GPU hit max temp.

I have no idea why this happens and I changed thermal paste but it still happens. I don't think this has anything to do with the GPU cooler since I am obviously hearing it run faster. I also have plenty of fans in my case and this didn't happen before. I also switched out CPU, mainboard and RAM but it still happens.

Is the card simply faulty?

No it's suppose to do that. Your video card is just hitting unusually high temperatures for some reason. How old is it?

if you put a game on windowed mode and then alt tab, you'll see that your game will either pause or start to lag a little. This is normal.
