I forgot that Windows likes to be a royal pain and update drivers regardless once there are none.

So...I uninstalled my last GPU drivers....and restarted....then windows installed drivers on it's own. The 3.142 ones to be exact...I don't want those....so I went to unintall them and they are not in the Control Panel Uninstall list.

How the hell do I get these drivers off my computer??

And how do I stop Windows from screwing up my computer and downloading drivers without my consent?

^ As said above that is all you have to do. Once you install the drivers from Nvidia Windows 7 will leave them alone. The drivers that Windows 7 installs are just basic drivers and what you install from Nvidia will over ride them with no problems what so ever.
