I want to know if theres any real difference without benchmarking/stress testing it. like how would you tell in the real world. i have my i5-4560k at 4.6 MHz right now and idk if its worth it or if i should just bring it down back to stock or mild (4.2-4.4) oc.
How to tell the difference between 3.4 MHz and 4.6 MHz.

Deoends on what ya do with it.....if web browsing and typing shopping lists, no difference..... video editing, gaming, CAD./...all will be noticably faster.

CAD = Computer Aided Design ... i.e. AutoCAD
