Which ram is better?

Hi I am looking for the best ram for overclocking.

I have these two in mind:

Avexir MPower Yellow Series 8GB (2x4GB) DDR3 PC3-12800C9 1600MHz Dual Channel Memory Kit :

However I am unsure if it is better to buy a lower clocked ram and manually overclock it or buy ram that is already running at higher speeds.

For example, the Avexir MPower Yellow Series 8GB (2x4GB) DDR3 PC3-19200C10 2400MHz Dual Channel Memory Kit :

This one is a higher clocked variant of the previous one I linked above so what I am
asking is if it is better to buy higher clocked ram by default, or just buy the 1600Mhz ram hence saving money and manually overclock it to match the faster one by default?

I would be using this ram with the MSI Z77 MPower would this be ideal for overclocking the ram?
