Good quiet CPU Cooler

Hello there!

I have a very noisy stock cooler that came with my AMD FX 8350 CPU, I want to replace it with a quiet cooler that fits the AM3+ socket but I don't know what's good. I do not overclock and my 'Case CPU height' is 167mm. My budget is around the $60, i think that's enough for a decent cooler.

Silver Arrow is extremely quiet .... have one upstairs on an 24/7 4.8 Ghz OC A9lternate boot w/o HT at 5.0). To a sound meter, it's the same as the Phanteks but it's at a frequency I guess that is less bothersome to the ears

It's a good cooler but is it quiet? I thought everything above 25dbA was noticeable, a friend has a 06,6 - 18,8 dB(A) CPU cooler but that doesn't fits with my socket
 
There has been a big hole in the $50 category since the Mugen 3 and hyper 612 PWN were discontinued..... If ya want quiet, Im afraid ya gotta get up to $80 where the Phanteks PH-TC14-PE, Thermalright Silver Arrow and Noctua DH-14 all some in at around 19 dBA.

The Noctua DH-14 is too high and it will not fit :( but I am going to look at the other ones. Thanks for your help
