I have a Western Digital 120GB WD1200JS-00MHB0 that is performing at 61 mbps. Bad computers at my work are getting upward to 71 mbps. Is there any reason why my hard drive is running slower than dell generic hard drives?

Caviar SE being an older model, is probably just slower than the Caviar Blue. (It does not make a huge difference between SATA 2 and 3 for HDDs, but would for faster SSDs)
According to this, you have similar results as the OP here: http://www.tomshardware.com/forum/275682-32-caviar-se16-caviar-blue
Same kinda thing mentioned here: http://www.tomshardware.com/forum/286238-32-difference-caviar-caviar-blue

The difference could be multiple things. IDE vs SATA, fragmentation of the drives, actual rated speeds for each disk. Can you provide specs or a link to the HDDs you are comparing?
