Is this a problem with my GPU or monitor

Recently I have encountered a problem with my the image on my display. When I attempt to launch a certain program the screen goes all weird. It goes black likes its attempting to run then these horizontal lines appear on it and Im forced to shot down my PC in order to regain control as nothing else will work. When I restart either immediately or shortly there after the same thing happens, only this time I get my normal screen with the icons and such but everything is distorted with the same lines going across. I am wondering why this is happening because I cleaned the inside of my tower from all of the dust that was there. Could this be my graphics card overheating or damage cause by it or is my monitor going bad? Keep in mind this doesn't happen all of the time. Any help would be appreciated.

I would think you may have graphics card driver issues with that program. Or you have a bad monitor. I had a bad monitor once, it was one of those giant old CRT monitors.

Do you have another monitor to try to verify that is the problem? Or could you maybe barrow a monitor from someone? Or do you have a TV you could plug your computer into?

I have a TV that I can use to see if that is the case or not.
