Computer suddenly running games slowly

My computer has been good to me for 2 years, but suddenly everything is choppy and slow. First I noticed that League of Legends was chopping badly, making high level game play impossible. Now all my games are lagging, along with web pages and offline programs. My ping is never any higher so I doubt that it's internet related. I bought a new power source, fearing that my graphics card wasn't getting the energy it needed. That seemed to help but the problem is still very much prominent.
I'm on Windows 7, 64bit
Pentium(R) Dual-Core CPU E5800 @ 3.20GHz 3.2GHz
3.00 GB ram
Graphics Card Radeon HIS 6670 HD
Power Source TR2 600W Thermaltake

Please help I've been struggling with this problem for a while now, I've run various scans and come up with no viruses. I've used microsoft security essentials and malwarebytes, nothing. I've run disk defrags and disk cleanups, and I even downloaded something that was supposed to clean up my registry, no results.

Also uninstalled a bunch of things I don't use often just in case my hard drive is too full. Ran a system restore to before the point of the problem, still no results.
